Northeast Environmental Enforcement Project: Full Membership


Full membership to the Northeast Project entitles member agency or territory (state, province, district) to full Training and Information Services. The agency or territory is provided with three reimbursable State Liaison seats with full voting rights. These three representatives will be listed in the Project Directory as members and will receive all Project mailings.

According to Part IV, Section 4, of the Project By-Laws, "Eligibility for inclusion in the Project as a participating state shall be determined by the State Liaisons. Consideration for a new state will only be reviewed at the beginning of each funding year. Approval for participation requires a 3/4 vote by the participating states."

The agency is guaranteed the full number* of reimbursable slots per training course and conference.

The member match requirement to cover service costs is based on population using the same formula as the current state match requirement. A minimum of $2000 annual requirement is required for full membership, to cover expenses incurred for the full range of services available.

State Liaison members may assign available reimbursable training and/or periodic conferences seats to other state personnel or local agencies. These state and local personnel may gain access to information and other enforcement resources files through their State Liaison representative. These representatives can be listed in the Project Directory and receive conference and training announcements as well as informational mailings and the Project newsletter.

 *Full number of slots varies per course depending on total course budget. Total slots are divided equally among full members. 

Northeast Environmental Enforcement Project: Associate Membership


Government entities may apply for associate membership with the Northeast Environmental Enforcement Project.

Any entity wishing to become an associate member shall apply in writing to the Project. The written application shall state the name, branch of government or other affiliation, and address of the applicant. Additionally, it shall contain a brief description of the activities of the agency and an explanation as to why associate membership with the Project is desired.

The application for associate membership will be reviewed by the Project's Membership Subcommittee, which will make a subsequent recommendation to the Project's Board of Directors. Notification of all applications for associate membership will be sent to the State Liaisons. Approval for participation shall be decided by a majority vote of the Board of Directors. In reviewing the request, consideration shall include, but not be limited to, the following in view of a recommendation to the Membership:

a. The degree to which the applicant is involved in environmental enforcement or regulatory activities;

b. Whether the activities are consistent with and in furtherance of the goals of the Project;

c. The degree or benefit to the Project for having the applicant become an associate member;

d. The past activities of the applicant as well as future goals. 
 
Associate Members will be subject to a biennial review by the Membership Subcommittee and approved by a majority vote of the Board of Directors.

Associate membership entitles the member agency or territory to many of the Training and Information Services. These representatives are listed in the Project Directory and will receive conference and training announcements as well as informational mailings and the Project newsletter. The agency is guaranteed one non-reimbursable, reserved representative seat at Project Membership Conferences, and additional slots will depend upon availability. The member is also guaranteed two training slots at each course, and additional slots will depend upon availability. These slots are not reimbursable by the Project.

A $2000 annual payment is required for this membership. This fee covers expenses associated with training courses and materials, conference materials, informational mailings, and the newsletter.

Associate members can gain access to information and other enforcement resource files, by request to the Project office. Associate members are entitled to 100 requests or 60 hours of staff time per year for the handling of information requests. Requests in excess of that amount will be billed annually at a rate of $25 per hour or per request.

Associate members do not have voting rights and may not hold a position on the Northeast Project's Board of Directors.
 
Attendance at Training Courses by OTHER THAN ASSOCIATE AND FULL MEMBERS
 
Non-reimbursable participants, with the exception of those from full or associate member agencies, in addition to paying all travel costs associated with attendance at a Northeast Environmental Enforcement Project training course, are required to submit a $250 course registration fee to cover the costs of course manuals, training materials, and breaks.

All non-members must pre-register in order to be considered for approval. Non-member attendance is subject to the Director's approval. This does not include or cover non-members who have been provided with slots by full members.
